Effectiveness of SEAMEO INNOTECH'S TEACHEXCELS Training Program on the Performance of the School Principals in Region XII

Abstract

The education system evaluation provides the opportunity to monitor quality and equity within the system and to bring together evidence from different aspects of the evaluation and assessment framework. This study compared the effectiveness of Conventional and Enhanced School Monitoring Evaluation and Plan Adjustments (SMEPA) toolkits. It determined its relationship to the decision-making strategies of secondary school principals in DepEd Region 12. This study used descriptive-evaluative and descriptive-correlational research designs. The respondents were the School Principals certified as SBM Level III practitioners. Results showed that the Conventional SMEPA Toolkit was found to be effective. In contrast, the Enhanced SMEPA Toolkit was a highly effective tool for monitoring and evaluating school performances and meeting the objectives. The results also revealed a significant difference between Conventional and Enhanced SMEPA Toolkits. It was concluded that the Enhanced SMEPA toolkit's effectiveness is significantly better than that of the Conventional SMEPA toolkit, specifically in terms of qualitative criteria, performance, achievement, impact, and accountability. Results showed that the Flip-flopping strategy is not correlated with the effectiveness of the Conventional SMEPA Toolkit. The effectiveness of the Enhanced SMEPA toolkit is significantly correlated with the decision-making strategies. This means that for the Enhanced SMEPA toolkit to be more effective, this necessitates appropriate decision-making strategies and vice versa. The relationship between the effectiveness of Conventional and Enhanced SMEPA Toolkits and Decision-making strategies is correlated with the number of years of administrative experience but not with the sex, age, education, and performance rating of the secondary school principal.
